Who has to pay for private school if public school is fine?

the main problem is this , his peers are all doing the same and most will get the same grades, private school tutors will help, as they are paid by the parents, and most of it, the best way to get the best from stepson is talk to him, he just might want some one to talk to, show him the choices of his ways, higher grades get the best wages salaries, macdonalds or sweet work, minimum wage or maximum wage, i didn't have this talk and now i am not so well off.
